As you may have been reading lately, some very drastic Medicaid changes were written into the New York State budget this year. Governor Pataki signed an appropriations bill which contained provisions eliminating spousal refusal and instituting a penalty period for home care, which technically became effective April 1, 2006.

The House of Representatives passed the Deficit Reduction Act (DRA) yesterday by a vote of 216 -
214. The measure will now go to the President to sign. It is expected that he will sign it any time in the next couple days. This new law will drastically change the way seniors plan for long-term care.

In a 51-50 vote, with Vice President Cheney casting the tie-breaking vote, the U. S. Senate passed the Deficit Reduction Act of 2005 ("DRA"). The legislation now goes back to the House for another vote due to the fact that the Senate and House versions of the bill have some differences.
